Raghfar was a young goalkeeper who was promoted by Heshmat Mohajerani when he was the Coach of the Iran youth Team. He eventually made his only senior debut against Brazil when Mohajerani was the coach of the national team.

Raghfar retired at the young age of 25 after the Revolution.

About 3 years later, in 1981, he became the president of the Iranian Football Federation for a period of 6 months. He became the youngest president of the federation in the history of Iranian football. Some believe that because of his close relationship with Mostafa Davoudi, the head of the physical education organization at the time, he won the post. During his presidency, Nasser Ebrahimi was appointed as Team Melli. Six months into his term. Raghfar resigned his post.
After some time, he was appointed by Mostafa Davoudi as the deputy official of the Physical Education Organization.
